RPP for Interoperable Field Hospital

The Medical Technology Enterprise Consortium (MTEC) https://mtec-sc.org is an internationally dispersed consortium with members from industry, academia and the nonprofit sector.

MTEC while assisting the Army Medical Research and Development Command, has posted a pre-announcement for a Request for Project proposals (RPP) to create an interoperable Field Hospital (iFH) environment.

The hospital will integrate Department of Defense’s (DOD) tactical networks, systems, and medical devices via a LAN within deployed Medical Treatment Facilities (MTF). DOD currently anticipates $14 million in funding for this upcoming program with the period of performance not to exceed five years.

The establishment of an iFH is going to create a local area medical network able to seamlessly receive, capture, and process secure medical information within deployed MTFs. The prototype developed under the upcoming RPP will be able to capture data from field medical elements, medical evacuation platforms, medical devices, patient monitors, and medical logistics databases. The data will help provide clinicians with the data needed to make informed clinical decisions.

There are two major tasks involved in this plan for the iFH. First, the iFH prototype  will need to create a LAN that builds the interoperable system that seamlessly receives, captures, and processes secure medical information within deployed facilities.

The second task requires the iFH prototype to provide a platform for the ingestion of inbound and outbound data, and the integration of existing RBI assessment tools to facilitate communication between mobile health applications, existing DOD software, and additional neurological assessments performed by military medical personnel.

Full proposals will be required in response to the upcoming RPP which will be posted on the MTEC website https://mtec-sc-org and a notice will be posted on https://www.beta.SAM.gov. The RPP is expected to be released in Quarter 2 of FY21 and will have approximately 30 days for proposal preparation. MTEC membership is required for the submission of a full proposal in response to the upcoming MTEC RPP.
