NYSDOH Issues RFP

The Office of Quality and Patient Safety (OQPS) within the New York State Department of Health (NYSDOH) www.health.ny.gov on April 7, 2015 issued a Request for Proposal (RFP) titled “All Payer Database Project: Data Warehouse and Data Analytics”.

Within NYSDOH, the Office of Health Insurance Programs and OQPS are directly responsible for administering and evaluating public health insurance programs including Medicaid.

Currently, New York State (NYS) is dealing with fragmented, inconsistent, and incomplete information about how the state’s healthcare system is performing. There is an array of state agencies and offices carrying out healthcare planning that is not specific to the goals of the population served.

The siloed approach is inefficient and costly as it requires the redundant collection and storage of information. The lack of linkages and interoperability of data systems hinders the ability of healthcare and policy experts to assess the effect of disease burdens, treatment trends, and it has not been possible to assess how well payment and care coordination models are working.

To help remedy the situation, NYS enacted legislation in 2011 to create an “All Payer Database” (APD). The APD will be used to house a wide variety of healthcare data that will support information and analytical requirements to manage, evaluate, and analysis information within the healthcare system.

Once built, the APD will serve as a key resource for implementing various initiatives. The Medicaid Redesign Team needs to support finance policy, quality measurement and improvement, plus do population health and healthcare system comparisons.

It is anticipated that the APD will begin as a central clearinghouse that will include claims data from commercial and government sources. As time progresses, the APD may be able to integrate other data sources, including information from labs, pharmacies, clinical data from EHRs, and data within public health registries such as the NYS Cancer Registry.

Proposals will be accepted from organizations with a minimum of 36 months experience working with healthcare data, or 36 months working with Data Warehouse projects, or a minimum of 36 months working with Data Analytics projects.
