RFP Issued for Dual Eligible Project

The Michigan Department of Community Health (MDCH) is developing a demonstration in the state to strengthen services and support for individuals who are dually eligible for Medicare and Medicaid. The services and supports for the dually eligible will be delivered by newly created Integrated Care Organization (ICO) and by currently existing Prepaid Inpatient Health Plans (PIHP).

ICOs will be responsible for providing all physical health, long term care, and pharmacy services, while PIHPs will cover behavioral health and services for people with developmental disabilities, mental illness, and or substance use issues. The ICOs and PIHPs will be connected through Care Bridge, a care model that requires the coordination of services and supports between the two entities and involved providers.

Plans are to establish an Advisory Committee to work with MDCH to solicit input from stakeholders and other consumer groups. Also, the plan is for the Advisory Committee to provide recommendations and feedback on the quality of services by reviewing ICO and PIHP quality data.

Pending approval from CMS, MDCH plans to implement the program in July 2014. MDCH is negotiating a Memorandum of Understanding with CMS to outline state and federal responsibilities for the demonstration.

On August 6th, an RFP for the ICO and Dual Eligible Project was posted to the Michigan Department of Technology, Management, and Budget (DTMB). All proposals are due by September 3. General questions and comments can be emailed to integratedcare@michigan.gov.
