Defense Health Agency Issues RFI

The Defense Health Agency (DHA) https://www.health.mil/dha posted the Special Notice titled “Military Health System Virtual Health Program Request for Information” (RFI) on June 14, 2018, to obtain information for their “DHA Industry Partner Network (IPN) Virtual Health (VH) Program” (Solicitation Number HT0050IPNRF15_20186).

Virtual health is a component of the Military Health System (MHS) in Military Treatment Facilities (MTF). The military’s goal is to expand the use of VH to improve patient access to care, improve efficiencies by minimizing treatment delays and to expedite the referral processes particularly for psychological health and field care.

VH will also help to improve care at patient-centered medical homes, minimize the number of specialists required at individual facilities to support primary care providers, and reduce reliance on expensive brick-and-mortar facilities.

The 2018 MHS VHP strategic plan recommends multiple areas for expansion, including provisioning VH at provider and patient locations that may be internal or external to treatment facilities, expanding clinical virtual video visit capabilities, and establishing a single MHS-wide teleconsultation system to include imaging.

DHA has issued the Request for Information (RFI) seeking information for the DHA IPN Program and plans to use this notice to obtain market research pertaining to acquisition strategies that may be needed.

Specifically, the DHA RFI seeks information on availability, capabilities, and other pertinent marketplace data to strengthen the DHA’s understanding of the current and future VH marketplace. DHA’s goal is to be able to obtain quality services economically and to efficiently and lawfully establish potential vendor sources files, listings, and requirements. DHA is not going to award contracts under this notice.

Go to https://www.fbo.gov for the RFI with the response due July 6, 2018. Several contractors may subsequently be invited to present additional details regarding their response at an in-person meeting with the government August 2018.
