Company to Build PULSE

Audacious Inquiry LLC (Ai) http://ainq.com a health IT and policy firm, was awarded $518,000 to run through July 2017 by the California Emergency Medical Services Authority (EMSA) www.emsa.ca.gov. The funding will go to develop a system supporting real-time queries across HIEs and provider organizations during an emergency.

Emergency Medical Services (EMS) are an integral part of the healthcare system. However, right now, few EMS systems are connected to a health information exchange or to any other electronic health/medical record system.

EMSA awarded the “Patient Unified Lookup System for Emergencies (PULSE) sub-recipient grant (RFO C15-049) to develop interconnectivity and exchange tools to enable the exchange of patient information between health information exchange organizations during disasters.

The California Health Information Exchange (CAHIE) www.cahie.org was selected by EMSA to serve as the technical advisor to the PULSE+EMS grant program. Ai and CAHIE have been working with the Office of the National Coordinator for Health IT at HHS www.healthit.gov for the past several years to define the PULSE California use case and technical specifications for the system.

Ai Inc. will develop PULSE to:

  • Authenticate users to be able to access the PULSE Portal through a single sign-on technology
  • Enable users to search for patient information for problems with medications and allergies
  • Allow users to request and view clinical documents from connected HIEs and health systems within the PULSE Portal
  • Alert the receiving hospital about the patient’s status directly onto a dashboard in the emergency department
