RFA Issued to Establish IDNs

The New Hampshire Department of Health and Human Services (DHHS) www.dhhs.nh.gov issued a Request for Applications (RFA-2016-OCOM-06-DELIV) on May 13, 2016 to establish regionally-based Integrated Delivery Networks (IDN). The due date for the application is June 13, 2016. 

The state seeks coalitions of behavioral health, healthcare and other community providers along with social service organizations who will work collaboratively utilizing health IT to develop a sustainable integrated behavioral and physical healthcare delivery system in the state.

Representatives selected from across New Hampshire plus all IDNs will be required to take part in a “Demonstration HIT Taskforce”. The Demonstration HIT Taskforce will be called on to:

  • Assess the current HIT infrastructure gaps across the state and IDN regions
  • Conduct a review of State and Federal laws regarding patient consent and exchange of behavioral health and SUD information
  • Agree on statewide HIT implementation priorities
  • Identify the statewide and local IDN HIT infrastructure requirements to meet demonstration goals, including standards, operational requirement, and a statewide data set required of IDNs

 

Each IDN will develop future state IDN-specific implementation plans and timelines based on the Taskforce’s assessment and recommendations.

The project’s Phase 1 is scheduled to begin July 2016 and proceed through September 2016 and will require a current state assessment of HIT for participating members of the IDNs and allow for the creation of a gap analysis at both the IDN and state levels.

Phase II will run from September 2016 to March 2017 and require the Task Force to work on a set of minimally required, desired, and optional HIT Health Information Exchange infrastructure projects for IDNs to pursue. Once this alignment is attained, each IDN can develop its own IDN-specific HIT implementation plan.
