On November 21st, the Veterans Administration issued a Request for Proposal (RFP) for a new Medical Appointment Scheduling System (MASS) to replace the VA system in use since 1985. The new system will provide schedulers with state-of-the-art management-based scheduling software. Originally, the VA released a draft “Performance Work Statement” and then used the feedback from industry to refine the requirements included in the final RFP.
The VA is looking for a new system using commercially available off-the-shelf software that can be incorporated with their existing system called “Veterans Health Information Systems and Technology Architecture” or VistA which is outdated and outmoded. The VA is seeking a solution that will produce an aggressive schedule to get core capabilities delivered to all VA medical facilities.
Core capabilities include but are not limited to:
- Configuring standard national operating parameters that can be tailored to meet local needs
- Managing requests for care along with the date of the request and preferred date for the appointment
- Managing appointments with the ability to monitor and report on appointment cancellations, reschedule appointments, and be able to provide an updated notification process
- Providing information on patient preference and special needs
- Coordinating care to include monitoring appointment check-in activities, encounter events, and check-out activities
- Providing service integration across the local VA Medical Center or VA Health Care System including associated healthcare facilities
- Producing capacity management reports for resources and work force utilization throughout the scheduling operation
To support the new scheduling system, a single-award indefinite-delivery, indefinite-quantity (ID/IQ) contract will be awarded The ID/IQ will support a firm-fixed price and time-and-materials type task orders.
