In 2013, the state of Connecticut’s General Assembly enacted a Public Act directing the Connecticut Health Insurance Exchange doing business as Access Health Analytics to establish and operate the Connecticut All Payer Claims Database (APCD). In January 2014, Access Health Analytics issued an RFP to find qualified applicants to provide APCD data management services.
The APCD is a large-scale database that will systematically collect and aggregate, medical, dental, provider, and pharmacy claims data from private payers such as commercial insurers and public payers such as Medicare and Medicaid.
The Contractor solicited via this RFP will provide professional services for the planning, data collection, data consolidation, data warehousing, quality assurance, secure storage, and access by developing analytic-ready datasets and consumer-facing reports.
The qualified Contractor must have the experience, capacity and technical infrastructure necessary to collect and secure data from submitters and must have a proven track record for performing consumer price transparency and other consumer-oriented information as a product.
Eligible applicants from public agencies, private for profit companies, nonprofit companies that have worked with healthcare claims data and built and managed databases are encouraged to submit bids in response to the RFP.
