Defense Health Agency Issues RFI

The Defense Health Agency (DHA) has issued a Request for Information (RFI) seeking information from possible vendors capable of supplying a secure messaging solution to use in a private cloud computing environment.

To date, the Military Health Service has not yet successfully developed or built a highly reliable, usable, or integrated portal experience for patients. The military needs a system that has the capability to provide secure messaging to the patient’s care team, provide comprehensive medication management, handle appointments, provide website capabilities, provide integrated and sharable PHRs, plus provide personalized patient education materials.

The military does not have what they call the “Patient-Centered Virtual Healthcare Experience” (PCVHE) that is similar to many of their civilian network partners. PCVHE would improve care by reducing per capital costs, reduce unnecessary face-to-face care visits, and reduce the burden of disease. PCVHE would improve the quality and safety of care by using the newest capabilities via social networking, mobile healthcare, telehealth and much more as the century continues to unfold.

The military finds the gap between the virtual care experience of beneficiaries within the direct care system and what is increasingly available in the network market contributing to beneficiaries migrating for care in the purchased care network. DHA’s goal is to phase in PCVHE capabilities to be hosted in an accredited private cloud computing environment.

The RFI (RFIPKH141127) was posted November 27, 2013 on www.fbo.gov. Responses are due on December 19, 2013. The RFI is being issued solely for information and planning purposes and therefore unsolicited proposals or any other offers should not be submitted in response to this RFI.
