DOD’s Market Research

The Department of Defense Health Management System Modernization (DHMSM) program is doing market research and planning to assess the current state and capabilities of EHR products. DOD is contemplating replacing their EHR systems that will include AHLTA, Composite Health Care System, Essentris, and the EHR component of the Theater Medical Information Program.

DOD plans to use an off-the-shelf Electronic Health Record System (EHRS) to include VistA solutions. The EHRS must provide a patient-centric, point-of-care system to be used by clinicians and clinical staff throughout a patient’s lifetime healthcare experience.

In doing market research, DOD is interested in learning about products that address patient needs and information on EHRS management, patient care plans, decision support, order management, medication, workflow, and documentation management. The system will need to support clinicians in all care environments to include outpatient, inpatient, emergency, intensive, specialty such as OBGYN, pediatrics, surgical and medicine specialties and subspecialties, and remote care.

DOD is also interested in knowing whether an EHRS product has been recognized or rated by third-party commercial research firms such as KLAS or Gartner and whether the product has attained certification and is listed on the Office of the National Coordinator Certified Health IT Product List.

The product must have attained at least Stage 1 of Meaningful Use, possess substantial commercial market share, or recognized by third party user surveys as relatively easy to learn, adopt, use, and maintain.

In order to see demonstrations of EHRS products, DOD is going to hold an event the week of October 21, 2013. If vendors submitted their applications before October 9, 2013, they will be able to demonstrate their EHRS product. The product must have been successfully deployed to large-scale medical systems and facilities.

The main purpose of the event is to gather information on commercial EHRS capabilities since this information may be used to develop future DOD requirements and/or solicitations. Vendors who do not participate in the demonstration will not be excluded from any resulting solicitations.
